Harry Barber, Washougal, is a member of the board of directors for the Lower Columbia Fish Enhancement Group, co-chair of the Washington Department of Fish and Wildlife’s Steelhead and Cutthroat Trout Policy Advisory Group, and a member of the Columbia River Recreational Fisheries Advisory Group.
Mr. Barber is retired from the paper manufacturing industry, where he was the senior vice president of manufacturing for the Fort James Corporation, also know as the James River Corporation, and vice president of manufacturing for the Crown Zellerbach Corporation, where he started in 1968 as an engineer and worked his way up. Mr. Barber received a bachelor of science degree from State University of New York at Syracuse and a doctor of philosophy degree from the Institute of Paper Chemistry in Wisconsin.

Donald "Bud" Hover, Winthrop, is an Okanogan County commissioner. He serves as president of the Board of Okanogan County Energy and on the board of directors for Okanogan County Electric Coop. He also is a member of the Upper Columbia Salmon Recovery Board, Washington State Association of Counties’ Legislative Steering Committee, National Association of Counties Public Lands Steering Committee, and the Washington Timber Counties Group.
Mr. Hover grew up in Issaquah and attended Washington State University on a football scholarship. He graduated from Washington State University with a bachelor of science degree in agriculture education, forestry, and range management. Upon graduation, he was drafted by the Washington Redskins in 1978 and played professionally in the National Football League for three years and in the Canadian Football League. He and his wife have lived in Winthrop for 33 years, where he operates a hay farm with one of his two sons. He enjoys hunting, fishing and hiking.

Bob Nichols, Olympia, is a policy advisor to Governor Chris Gregoire for Columbia River (fish and wildlife) and salmon recovery issues. He also serves as the Governor's representative on the Board of Natural Resources, which oversees management of state trust lands. Mr. Nichols has served as a policy advisor to Governors Booth Gardner, Mike Lowry, and Gary Locke, working on environment and natural resources issues. Before those positions, he worked at the state Department of Ecology, and served seven years in Washington D.C. as aide to the late Senator Henry M. Jackson. He was raised on his family farm in Michigan. He received a bachelor of arts degree from Western Michigan University and a master of arts degree and doctor of philosophy degree in political philosophy from the University of Maryland, College Park.

Steve Tharinger has been
a resident of Clallam County for over 20 years and is currently
serving as a Clallam County Commissioner. Steve has a BS
degree from Colorado College in Political Science and is
a certified mediator for the Peninsula Dispute Resolution
Center. By serving on the Dungeness River Management Team,
the Clallam County Agriculture/Forest/Mineral Lands Committee,
Dungeness River Flood control Advisory Board, and the Clallam
County Planning Commission he has gained a solid grasp of
local resource issues. He and his wife, Yvonne Yokota, co-founded
Dungeness Woodworks a small value added woodworking business
in 1979. Twenty plus years later, Steve and Yvonne continue
to enjoy the Clallam County quality of life. They are avid
hikers, skiers, kayakers and cyclists.

David Troutt is the Natural Resources Director for the Nisqually Indian tribe. He also serves as Chair of the Nisqually River Council and President of the Nisqually River Foundation.
