The Endangered Species Act defines a “species” to include any distinct population segment of any species of vertebrate fish or wildlife. For Pacific salmon, the National Oceanic and Atmospheric Administration (NOAA)’s National Marine Fisheries Service uses an evolutionarily significant unit (ESU) as its definition of species under the Endangered Species Act. An ESU is a population or group of populations of salmon that is substantially reproductively isolated from other populations and contributes substantially to the evolutionary legacy of the biological species. For steelhead and bull trout, NOAA's National Marine Fisheries Service and the U.S. Fish and Wildlife Service delineate distinct population segments as species under the Endangered Species Act.
