Recreation and Conservation Office (RCO) Public Records Disclosure

Washington law (Revised Code of Washington 42.17.250-.340) requires that identifiable public records be made available promptly to the public for inspection and copying upon request.

Only records that are exempt by law may be withheld from disclosure. These exemptions are generally intended to prevent invasion of privacy and the use of public records for personal, commercial or political gain.

RCO is not required to collect information or organize data to create a record that does not currently exist.

To make a request for public records:
Requests to view or copy public records must be submitted on Form RCO 010 (Download form). The form may be faxed, hand delivered, or mailed to the agency:

The records are available for inspection and photocopying (excluding legal holidays) Monday through Friday, 9 A.M. to 12 P.M. and from 1 P.M. to 4 P.M. An appointment is necessary if you plan to come in person. Other requests will be completed with communication through the U.S. mail.

Appropriate copy fees will be charged. There is no fee to view the records.

Copying Fees for Public Records
Under state law, RCO is allowed to recover only the actual costs directly related to the copying of public records. These costs include such items as costs related to the copy machine, which include maintenance, paper, and other supplies, and staff time for the copying process. The agency may not charge a fee for inspection of records, or staff time spent on locating or retrieving records. The agency is not allowed to make a profit from copy fees.

In certain instances, advance payment may be required.
