Planning Requirement

To be eligible, your agency must submit an adopted park, recreation, open space, or habitat plan to compete for this grant. Your agency already may be eligible. See the list of agencies that already have submitted their plans.

Not yet eligible? Your agency will need to prepare a plan with the elements below. Please review Recreation and Conservation Funding Board Manual 2, Planning Policies for full details.

  • Goals and objectives
  • Inventory assessment
  • Public involvement
  • Demand and needs analysis
  • Capital improvement and investment program
  • Adoption by organization’s governing body

After your organization has approved the plan, complete the self certification form found on pages 10-12 in Manual 2.

  • June 2, 2008
    Land and Water Conservation Fund and Washington Wildlife and Recreation Program (Farmland preservation grants do not need a plan)
  • August 1, 2008
    Boating Facilities Program and Nonhighway and Off-road Vehicle Activities Program (Maintenance grants do not need a plan)

Once the plan is accepted by the Recreation and Conservation Office (RCO), your agency is eligible for six calendar years from the date of plan adoption.

Sample plans and statewide recreational plans are available as resources. Staff also will review your plan before adoption, if you wish.
