| ORV Noise Solution Project: Final Report Updated 1/25/07 In 2005, the state Legislature formed an Off-Road Vehicle (ORV) Noise Management Task Force to investigate concerns about ORV noise and declining access to places to ride. Following up on the task force's work, the Legislature passed a bill in 2006 directing the Recreation and Conservation Funding Board (RCFB) to review existing laws regulating ORV noise and provide recommendations on equipment for enforcement, model ordinances, education, and a grant program To assist with this effort, the Recreation and Conservation Office (RCO) appointed an advisory committee and hired a consulting firm to research laws in Washington and other states affecting ORV noise, conduct public workshops, develop an online questionnaire, draft a model ordinance, and make recommendations On January 25-26, 2007 the final report and associated materials were provided to the state's:
